Emery has operated as a senior executive within local government — leading system-wide strategy, managing multi-million dollar budgets, navigating board and municipal relationships, and guiding organizations through significant periods of growth, transformation, and cultural change. Her work has spanned cross-sector partnerships, digital equity initiatives, community engagement, and large-scale program design, with representation at local, statewide, national, and international levels.
